HOW can I find an Authorized Agent in Baltimore city?

Dear Property Owners Association:

Where can I find an Authorized agent - apparently, Baltimore has a regulation that you need to appoint an Authorized agent for your rental property IF you do not live or work in Baltimore City.

Even though I live in Silver Spring, MD and my Property Manager lives 10 min away from the property, both he and I do not qualify to be an "Authorized agent" because our zip codes aren't 212XX

What do landlords do? Where can I find someone to simply act as an Authorized agent without spending a fortune?

Tenant Moved Out

I have a tenant in Baltimore City.  This individual has not paid his November rent.  I just received notice in the mail that he has closed out his BGE account.  I have left him 2 voice mails and sent him 2 e-mails asking him what his intent is with the apartment.

We have a 1 year lease that ends January 31 2010.  I have his applicaion (DOB, SSN), as well as paystubs from his employer of 9 years.

My goal is to get this guy officially out so I can turn the apartment around and get it re-rented.

What is my next step?  Do I file for eviction on Monday?  Can I prove that he has abandoned the apartment because of the BGE cancellation?  What is the fastest path (assuming he just disappears) to gain posession of the apartment?

City Property Registration

Anyone have any ideas hwo you can meet the City registration requirment of City agent...I live in the County, my attorney is in the  County   what are we to do ? It seems unfair to require landlords to go through this as another expense

Lead Booklets fro Tenants

Is it required to send out booklets every year to the tenants, or just when they start the lease?
